Heavy Loads not permitted

Now, I have 2 questions:
1. Why did they use the “” around Heavy Loads ?
2. And what do they mean with Heavy Loads in the first place ? How heavy are we talking about ?

(Picture taken at an Underground station, and I don’t rrreally remember which one at the moment (annoying isn’t it)).

    I guess it’s most likely to mean things like big packages/parcels. I’m sure the bridge is designed to hold a certain maximum amount of people so someone carrying a 50kg box across it with 50 other people is liable to cause some problems.

    As for the “”, perhaps they didn’t want to be mean to fat people?!
